English as a foreign language has a significant historical presence in Indonesia dating back to the colonial era, when it was taught in certain schools, especially for noble descendants and Dutch children. However, English language lessons in elementary schools were eliminated, and the length of teaching hours at the school level was reduced in the current Indonesian emancipated curriculum (Merdeka Belajar). This research aims to analyze various English language learning policies in Indonesia through the lens of public administration, recognizing the imperative of equipping future generations with the linguistic skills necessary to navigate an increasingly interconnected world. Employing a qualitative approach with document analysis techniques, the study scrutinizes a range of documents, including books, research articles, and curriculum documents. Findings reveal a consistent allocation of resources for foreign language learning in Indonesian curricula, spanning from the earliest iterations of the 1974 curriculum to the present-day emancipated curriculum. However, there is a discernible trend of diminishing emphasis on language education over time, despite the escalating demand of globalization for multilingual competencies. The discrepancy between the evolving demands of global citizenship and the static nature of language education within the dynamics of Indonesian public administration underscores the need for proactive measures. Practical competencies, supported by participation contributions from key stakeholders including the government, teachers, curriculum developers, and the provision of adequate facilities, are pivotal in aligning government policies with the aspirations of the Indonesian nation, fostering intercultural competence, participatory engagement, and competitive public administration practices.
